No question that Washington is a factory town, judging by the lackluster morning rush hour when Congress is in recess.  After a blistering several weeks of debate on health care, Members finally called it quits for the year after a rare Christmas Eve vote.

The sidewalks in D.C. are basically rolled up, which means it is the perfect time for reflecting on what’s in and what’s out.
