Recess Reflections

No question that Washington is a factory town, judging by the lackluster morning rush hour when Congress is in recess.  After a blistering several weeks of debate on health care, Members finally called it quits for the year after a rare Christmas Eve vote.  The sidewalks in D.C. are basically rolled up, which means it is the perfect time for reflecting on what’s in and what’s out.

Water Scarcity

Noticeably absent in these negotiations has been water and its impact on climate change.  There’s a well-organized constituency inside COP15 that’s trying to change this and hosted a panel discussion titled, “Bridging the Water and Climate Change Agendas.
